There's nothing wrong with 'we would appreciate...', but I would expect 'Please make every effort...' or 'Please see to it that your staff make every effort...' to have more of an effect; generally tell the person you're writing to what you want them to do. ;-)

We don't often ask superiors to make efforts, however politely we might say it.I thought "would appreciate" would imply more politel[STRIKE][/STRIKE]ness and was more often used in addressing someone of a higher rank, whether socially or bureaucratically, than "please do this or make that" would.
