No. To lubricate a car is not the same as to change the oil.

An "oil change" involves removing all the oil from the sump of a car, cleaning out the sump (normally) and then replacing the old oil with brand new, clean oil.

I don't know anything about electric cars but I imagine the working parts need to be lubricated in the same way that any mechanism needs to be lubricated. That may well be with oil but I doubt it's the same sort of oil and "to lubricate" doesn't mean the same as "to change the oil".
