What does "fancy bred" mean?

This is a little poem from Sharkespeare, talking about love grew from eyes and fed by gaze.
I think in this sentence 'bred' is the past participle of 'breed', used as the adverbial of 'fancy' which means love in here.
so, i think this setence means 'where is love happened'.
