[Vocabulary] What does 'to charge someone with something' means?

I consulted two dictionaries. In first one it was said that it means to blame. In second one it was said it means to ask someone to do something, to assign someone some tasks, to order someone to do some task, etc.

What is correct meaning? Are both meanings correct?

What's the context? Your second meaning is possible, but it's not used much nowadays.

It is used some in AmE. Committees can be charged to perform certain functions/tasks.

It's not unused in BrE, but far more people are charged with crimes.
