"Accounted for" generally means "taken into consideration". There should be definite articles.

The original text is fine. You just left out the definite article before 'measured value'.

What is accounted for is 'measurement overhead'. This is the time that is added by the measurement process itself, but it has subsequently been deducted, thus giving a true measurement.

Theoretically, if there are other measurement overheads, all accounted for, then it would be OK without the article.
