What is the meaning of of "be so going to"?

A: No, I'm not going to Korea.
B: You are so going to Korea.

I guess this has a meaning of "necessary" or "have to", right?

And what if B just say without "so" like "You are going to Korea."?

I think in this situation "so" means follows
so : (used as an emphatic affirmative to contradict a previous statement) indeed; truly; too: I was so at the party!

Yes- the second speaker is telling the first that they have no choice in the matter and will definitely go there. This usage of so doesn't always have to contradict something- it can also be used for emphasis.
 
It's worthwhile mentioning this is slang, and is fairly new in its widespread popularity. Strictly speaking, "so" should apply to an adverb or adjective, but not a verb.
 
There is the contradictory use of so which in my own life was limited mostly to childish arguments while playing soccer/football: "Yay! Gooooal!" "That was too high, it was over the bar." "Was not!" "Was so!" "Was not!" "Was so!" "Was not!" "Was so!" "WAS NOT!" "WAS SO!" etc., etc., etc.

Now people are starting to use so to modify verbs the same way they do adjectives. "I am so worried. I am so going to get fired when the boss finds out about this." It's become a little bit like really in this use. Pro users will also throw in a minimum of 2 unnecessary "like"s per 20 words. As in: like, I am so going to submit reply now. I hope you like, like this post.

*English learners, please don't speak like this. These parasite words/phrases are extremely annoying.
