[Grammar] What is/ what are/when is/when are library hours?

My primary language is English but I have a background in Vietnamese and I take Spanish in school so it's somewhat difficult managing the different syntax.

I'm not too sure about the contruction of the question concerning what, who, when, where etc. Can someone please clarify? It would be great if you could include a link to whatever articles I should refer to.

e.g.,
Intent: To ask for the hours during which the library opens.
What should I say? What is/are library hours?
 
What time does the library open/close?

What time is the library open?
