"No matter whatever color she/he ia."

Should I usa "what" or "whatever" ?

You will come across both. I prefer "what" in that use.

I'd use "No matter what ..."
You could use "Whatever colour she is ..." I've never heard of "No matter whatever ..." Maybe it's AmE.

It is not my preference, but it occurs.
 
It seems to be pretty uncommon. There are six COCA citations for 'no matter whatever'; there are 8,000 for 'no matter what'.
