I don't know under what grammar rule they work but I think its structure and meaning is closer to that of "so 'adjective' that".

Which grammar rule do you think apply to this kind of 'that' usage?

Here are the some instances I have come across.
What senses do we lack that we cannot see and cannot hear another world all around us?
With how many women you were that you think you can understand women?
What are you hunting that you're worried about it tagging you with infrarred?

In the first and the third, "that" means "so that" or "such that". It's expository.
The second is wrong. Where did you find it?

Is 'so' and such' omitted or this type of usage doesn't require them? If it is omitted, Is it informal?

They are sometimes omitted. It is not related to formality.
You still haven't told us where you got the second sentence.
