Essentially what we're doing we're seeing is this closer to six and seven tenths or is it closer to six and eight tenths. (at 1:30) (My bold.)

What does the expression in bold mean?
 
He leaves out the word 'is'.

"What we're doing (is) we're are seeing if it is closer to six and seven tenths or is it closer to six and eight tenths."

In other words, 'we are looking at the number in question to determine whether it's closer to seven or eight to decide whether to round up or down'.
