Can you please explain why this is "would" not "will"?

"Figs. 16.7 and 16.8 are, respectively, modified versions of Figs. 16.2 and 16.3. showing what would happen to the interleaved executions of those figures under the strict two phase locking protocol."

will is not right there.

The sentence is talking about specific strict conditions (the two phase locking protocol). The word would serves to express this sense of conditionality.

Sorry how is it conditional? strict two phase locking is just the name of the method, not a condition.

I don't understand what two phase locking protocol means. In fact, I understand very little about that sentence but the way the sentence is worded suggests to me that the writer is seeing the application of whatever this protocol is as a condition under which a certain outcome would happen. You can tell this from two things: the word would, and the word under.

I'd ask for more context but I'm not sure it would help. Do you understand the meaning of this sentence as it is in context? If so, perhaps if you explained the meaning of the sentence, we might have more to go on.

How many potential outcomes of the method are there?

I think it just says if we use this protocol we have these results in these two figures.

Sorry Tdol, I can't understand your meaning. Can you please explain what you are asking?
