Can I write like this?

(a) When in a group of six to nine guests present, try to avoid....

It sounds like a short version of

(b) "When you are in a group of six to nine guests present, please try to avoid...."

If (a) and (b) mean the same thing, in (b) the subject is 'you'. I am wondering what is the subject in (a)?
 
The verb is the imperative form 'try' with the implied subject 'you'.
 
I avoid using "try" when I give advice.
