Can we use 'When it comes to me' when we are giving our own opinion? As in:

When it comes to me, I'm against the plan/idea/decision.

It looks acceptable. I have got nothing against its use as a way of expressing one's opinion orally. But I would avoid it in formal writing.
 
It's not a natural way to express your intended meaning.

As for me, I think...
In my opinion, ...
Or simply: I think...

How about, "as far as I'm concerned"?
