Hello,
I would like to know the difference b/w 'when something happened' and 'how long ago something happened' in terms of speaker's perspective?

Is the only difference here is that the former highlights a specific time, whereas the latter answers the duration?

In many contexts, only one or the other of those phrases would be correct. In others, your interpretation could be correct.
