Is the following correct?

I have not received the paper yet. When will that be received?

I don't find any grammatical error in the question asked, but it just doesn't sound right. Is it because the passive form is unnecessary?

It's not natural. "When will it arrive?" would be OK.
 
You can say things like "I sent the letter yesterday. When will it be received?" It's not the passive that's unnatural, it's the use of "that".
