[Grammar] Which is correct "a temporary issue" OR "an temporary issue"?

Hi,

I would like to know which of the following sentences is true:

"It seems to be an temporary issue"

OR

"It seems to be a temporary issue"

'Temporary' begins with a consonant, so 'an' is incorrect.

'An issue' is, of course, correct.
