hi....I am learning english.I am in confusion with the below 2 statement ,which is correct 1)dog is killed by the person 2)dog was killed by the person please anyone can help me with reason...

It is difficult to say without a context. Do you have one?
 
I want to say the dog is killed some year back.
 
You can't say that. You need to use the past tense if something happened some years back.

It seems like you don't understand.

Sometimes (almost always) we need a little bit more context to help you with your problem.

The dog is killed and the dog was killed mean the same thing, but in they happened at the different time. We use "is" when we're talking about present events and "was" about past events. That's why we need to see the whole context and understand from the context what the tense we should use.

Oh my Gosh, this dog is killed, call the police. (we'd do this in Russia + I didn't find any examples :))
Jimmy Red, whose dog was killed several years ago, was going crazy. Poor guy.

'The dog was killed by a person.' is a possibility.

Do you know who the person was and which dog was killed?
 
If this dog is killed at the animal shelter it will be a real shame.
John's dog was killed by a coyote several years ago. He misses the dog very much.
