instead of
b. Those of us who live in this city want certain changes.
?

Yes, you can. Note my improvements above. By creating a full sentence at the start, you avoid the messiness of having "instead of" between the sentences and a floating question mark on its own line at the end.

Does the same thing work with other pronouns as well?

Can c be used instead of d?
c. They who live in this city want certain changes.
d. Those who live in this city want certain changes.

And can e be used instead of f?
e. You who live in this city want certain changes.
f. Those of you who live in this city want certain changes.
