Sometimes we say "It will be complete" and sometimes "It will be completed" why? What is the difference?
 
The difference is in the context.

Try to write a sentence replacing 'It' with something specific.
 
"Work will be complete by tomorrow".

" Work will be completed by tomorrow". I don't see any difference.
 
"The work will be completed by tomorrow."
 
But where to use "will be complete"?
 
The tender will be complete when you provide us with the remaining documents.
The roll-out of this new technology will be complete within six months.

I don't know about that, but I would understand what was meant in either case.

In this country (USA) I would expect to hear:

The job will be finished tomorrow.
 
So, I can only use "Will be completed". There is no need to use "Will be complete"?
