1) Shouldn't it be "With complete treatment"? Why has the writer used "With treatment complete"?
2) What does "reversed the patient" mean? I've heard reversing a disease, not a patient. So that usage sounds strange to me.

No. It's talking about the completion of the treatment (ie the treatment was completed).

The full article shows that the elephant was tranquilised/sedated with a dart before they treated her. Once the treatment was done, they reversed the sedation (woke her up again).

I can't think of any context in which "with complete treatment" would work. The writer isn't using "complete" to describe the treatment (as opposed to "partial treatment"). They're saying "Once the treatment was completed by the helpers".

Let's try a different noun and see if that helps you:

With his homework complete, John was allowed to go outside and play.

I'm sure you can see that we can't say "With his complete homework" there.
