The mother’s spear wound was deep but had not caused irreversible damage. We thoroughly cleaned and disinfected the site before administering antibiotics and green clay. With treatment complete, we reversed the patient. She got up with her calf by her side. Both walked off to rejoin their herd, who were waiting in the nearby bushes.

1) Shouldn't it be "With complete treatment"? Why has the writer used "With treatment complete"?
2) What does "reversed the patient" mean? I've heard reversing a disease, not a patient. So that usage sounds strange to me.

No. It's talking about the completion of the treatment (ie the treatment was completed).
Why has the writer used "With treatment complete"?
Because it's correct.

The full article shows that the elephant was tranquilised/sedated with a dart before they treated her. Once the treatment was done, they reversed the sedation (woke her up again).

It's talking about the completion of the treatment (ie the treatment was completed).
Can I ask the difference in meaning between "With treatment complete" and "With complete treatment" in the context of post#1?

I can't think of any context in which "with complete treatment" would work. The writer isn't using "complete" to describe the treatment (as opposed to "partial treatment"). They're saying "Once the treatment was completed by the helpers".

Let's try a different noun and see if that helps you:

With his homework complete, John was allowed to go outside and play.

I'm sure you can see that we can't say "With his complete homework" there.
