[Grammar] will have been written vs will be written. Which one is the correct in the sentence?

1) They hope to finish writing all the invitations before the post office closes.

Which sentence has the closer meaning with the sentence number 1?
2) They hope that all the invitations will have been written before the post office closes.
3) They hope that all the invitations will be written before the post office closes.
 
Neither is very close, as they could mean that somebody else is writing them.
 
As post #2 suggests, 2) and 3) are both written in the passive voice, so don't have the same meaning as 1).
