According to my limited knowledge, the first sentence states the 'past tense' while the second one states the 'future tense', isn't that?

No. Why do you think that "What would be ...?" is the past tense?

That might have something to do with the fact that would is often referred to as the past of will, which is a widespread misunderstanding.

This is very basic grammar, Eagle. Look up the conditional tense in your grammar books or online.

Then you can search for "will would". There many good pages.
"I would not like to have to spoon-feed too many posters" - There's a sentence with 'would' in the present. 'Would' is more complicated than 'will' since there are arguably more possible meanings.
