I read this sentence

As things presently stand, you would be required to attend the meeting in March of this year

If I change it to
As things presently stand, you will be required to attend the meeting in March of this year

What is the difference between (a) and (b)

I am not a teacher.

There is not much difference. "Would" acknowledges the uncertainty in "as things presently stand", but the extra uncertainty is not needed.

How about this sentence
I expect that your help would be needed at the party.

So if I am not very certain - I use "would be needed"

If I am very certain, I use "I expect your help will be needed at the party"

Is that correct?

Yes, if you use "would" it is implied that there could be conditions, perhaps your help won't be needed.
