Writing numbers in ten

In Russian we usually say in this case if something is included or not. So number ten is also included. OK. Got it.

We do that in American English by writing one through ten if the second number is included or one to ten if it isn't. I've learned in these forums that this convention isn't followed in British English.

In BrE I would take "one to ten" as meaning all values including one and ten. If clarification was needed I would say "one to ten inclusive".
