As I have learnt on this forum that numbers from one to ten are written as words but is "ten" included or not?
I think the answer is in your question.
We do that in American English by writing one through ten if the second number is included or one to ten if it isn't. I've learned in these forums that this convention isn't followed in British English.In Russian we usually say in this case if something is included or not. So number ten is also included.
