[Grammar] wrong for/to me

There are TWO differences between (b) and (c). One is the preposition and the other the verb. With verbs such as sound, seem, appear, feel, look, smell, taste, we generally use to in such utterances as [NP] _______ [adjective] to me. With be, we generally prefer for.

The preposition phrase for me in sentence a. translates loosely as 'in my opinion'.
