Woman: Mr. Ocean, The purpose of this hearing is to determine...whether, if released, you are likely to break the law again. While this was your first conviction, you have been implicated, though never charged,...in over a dozen other confidence schemes and frauds. What can you tell us about this?
Ocean: As you say, ma'am, I was never charged.

What's the meaning of "you have been implicated" ?
Does it mean they arrested wrong person i.e Ocean in this context?

It means he has been involved. Or in other words, he has participated in one way or another to commit a crime.
 
Didn't we ask you before to show us that you have done some work yourself? I'm sure I asked you to look up words in good dictionaries, tell us what you found and then explain why you don't think the definitions help you.

Read the definition of implicate again. It may include the word "involved", but it doesn't mean "to be involved in".
