Note my corrections above. Note the correct word order for a question.

In BrE, I've only ever heard "dinky" used to mean "very small". That's the origin of the brand name "Dinky Toys".
Having read those slang definitions, I'd say it's being used to mean "insignificant" - a band of little importance.

I've always used 'dinky' as a disparaging term for something small and inferior (due to size). It's frequently collocated with 'little', which upon reflection does seem kind of redundant. I guess 'dinky' adds a strictly negative connotation that 'little' alone doesn't necessarily carry.

Interestingly, Webster claims that it can have a positive connotation of 'attractively small and cute' in BrE.

I think in the OP it refers to the fact that at the time, AC/DC was just a relatively unheard of band - small in the sense that they weren't a big, major act like they'd eventually become.

You will also see small and inconsequential things described as "rinky dink" in AmE.

I love that expression. It's so fun to say, especially if you can couple it with 'podunk'.

For instance my hometown is a rinky dink podunk wide spot on the road.
