My understanding: Engr. JOHN SMITH will not be taking care of the operations anymore. On contrast, you have used "momentarily" in the second paragraph. Instead, you could use "Going forward."

    Thanks and best regards,
Should is the past tense of shall.
Shall and will have about the same uses. If an event is to occur in the future, you can write, "I shall go there tomorrow, or, I will go there tomorrow." There is a certainty when you use "shall" and "will" - "The sun will (or shall) rise in the morning."

"Should" indicates the way an event is supposed to occur, "I should go there tomorrow." - Given the conditions, I am expected to do a thing. Various uses are:
    1. Used to express obligation or duty: You should go there.
    2. Used to express probability or expectation: The army should be here soon.
    3. Used to express conditionality or contingency: If the horse should stop, then so would I.
    4. Used to moderate the directness or bluntness of a statement: I should think that he is ready.
