Default Letter of Complaint

To whom it may concern:

I am writing to express my concern about the state of the building of Edgewater, on Biscayne, North East.
I, as the tenant am compelled to endure the condition of my apartment and the security of the building where I reside. The conditions are intolerable – charred door, windows that don’t close, broken air-conditioner, flickers of light bulb, bugs flying around in the cubicles. I should mention that the state of the building did not seem to be due to a possible temporary problem with the cleaning staff; it looked as it had been going on for a while. The security of the building is not very reliable because I was informed that one of the tenants of the building was mugged in the parking lot of building while the guard was on duty, and therefore, I was also mentioned the guard’s wallet was stolen also on duty. The guard cannot protect his wallet from being stolen then how he can protect me against the evil forces? That leaves me vulnerable to crime.
I must urge you to take immediate action to improve the state of the building and the security.

charred door- burned/badly burned door?
flickers of light bulb- flickering light bulbs
I was also mentioned- told that
was stolen also on duty- was stolen while he was on duty
how he can protect me against the evil forces?- how can he protect me? (evil forces seems unnecessary to me)

Also, I'd use Dear Sir or Madam, not To whom it may concern, which is used for references, etc.
