Im doing a draft to send another department of airlines.

"Refer to a request below.Im sending this message to inform your good office that Los Angeles station airport is not responding regarding compensation of lost baggage.I highly request to ask your assistance to follow-up and additional communication to Los Angeles if needed.

Perhaps you might try something like the following:

I have contacted you in the past regarding the loss of my luggage at [place or airline] on [date lost]. So far, I have not received a reply regarding reimbursement for the lost luggage. If you are not the person(s) I need to contact about this, would you please reply with the appropriate name and address of who could help.
