Do you mean that you accidentally made a duplicate payment and are asking for a refund of the mistaken payment?

Yes that is what has happen. I am having trouble putting it in the correct words.
I would state that you accidentally made a duplicate of the payment. Show the dates and check numbers of the payment. Show any forms you needed to submit with the payment. Then ask for the refund of the over payment.

Both Dave and I live in Pennsylvania. You'll have even better luck, I think, if you show photocopies of the front and back (to show they were both cashed) of the checks as well. As Dave said, include a copy of the bill you paid so it's clear that if $1,602 was paid, that you paid it two times, so they don't think that you made two equal payments to equal $3,204. (Of course, I just made these numbers up, but you get the point.)
And be prepared for a wait.
