Which is the Correct Salutation or Greeting

If at the top of a letter I address it:

For the attention of Mr Joe Bloggs

Then follow underneath with the address

Do I then open the letter with Dear Sir or Dear Joe,

Which is the correct salutation or greeting. I would like for this letter to be personal.

Hello Jaynie66,

I then would follow with:
"Dear Mr Bloggs,"

or, if you want to be less formal (for example, if he is a colleague of yours)
"Dear Joe,"

Certainly (if you wanted your letter to be personal) I would not use "Dear Sir".

If you know the name of the person you are writing to, you should address that person by name. "Dear sir", "Dear madam" or "Dear sir or madam" should only ever be used if you really do not know the name of the person you are writing to.
