Default how to mail hard copies of cc

Can't find this anywhere. When I mail hard copies of letters that have cc at the bottom, do these recipients get a photocopy of the letter with or without the senders signature?

Usually, without, but with a covering note/compliment slip.

In the US, anyway, they get a photocopy of the signed letter, and before you put it in the envelope, you put a small check mark in front of their name (on the cc list).
