Recommendation of air conditioner

I would be grateful if you could help me to correct the following letter.

As per client’s request with respect to the installation of a small split type air condition unit at ABC 4/F, the total length of refrigerant piping has to be about 50meters, the split type unit cannot be operated properly in accordance with the unit’s technical specification. On the other hand, the cooling capacity of a big split type air condition unit will be degraded about 17% under the same condition. Following table show the summary of unit’s performance.

[Cooling capacity of Unit ] ~ {Percentage of cooling capacity of unit after correction }
[Small Split type unit] ~ {Improper operation}
[Big Split type unit ] ~ {83%}
As a result of the unit’s specification, a small split type unit is not recommended to be installed in the location.

Why? Because it doesn't have 50 meters of piping?

On the other hand, the cooling capacity of a big split type air conditioning unit will be degraded about 17% under the same conditions. The following table shows a summary of the unit’s performance:

still doesn't make sense to me.

You propose to install an air conditioning system. OK. But then it says, the very idea (proposal) to install this system will affect/determine what the length of pipe has to be. How can that be?
What actually determines that the length of pipe has to be at least 50m, and why isn't this possible with the smaller unit if you install it in the location that has been proposed?

Sorry, May be i make a confusion. I mean the total length of refrigerant piping are measured to be about 50 m subject to the proposed location for unit installation.
