Letter for water wagon permit

As I need to prepare a letter for application a closed pavement permit to seek police department approval. Grateful if someone can help to comment my letter.

Dear Commissioner of Police
Our company PPP requires to conduct a trial test for make-up pumping system designed for air-conditioning system installed in our XXX building. A water wagon will be arranged to park on the pavement beside the exchange to conduct the test. In view of the test, we hereby apply for a closed pavement permit in behalf of water wagon parking on the pavement. The test information and schedule are summarized as below for your information.
Company Name: PPP
Venue: ABC road, XXX building
Date of permit in use: 23 Jan 2007
Time of permit in use: 09:30 ~ 15:00
Reason for application: Trial test for make up pumping system
Vehicle Type and capacity: Water wagon 6000 Liters
Participant: refer to the attached name list
