Explanation for fail water report

I would be grateful if someone could help to correct my letter shown as below.
The case is all water supply system require to take part in a safety scheme and submit water analysis report and form to government regularly. Fail report is found in past and remedy the system in present.

Dear Government
Our company (XYZ) is facilities manager of FFF building. As water supply system installed in the building is taking part in the safety scheme, we would like to submit the safety form for Nov 2007 for your information.

From the past water analysis report, some mineral contents were found that those has exceeded the limit. The reason was a malfunction of pump lead to the system was operating in abnormal. Subsequent to the promptly repair, the system has been resumed as normal and the performance of the system is also indicated in the attached water analysis report for Dec 2007.
