It means working from nine in the morning to five in the evening.

It would depend on context, of course, but it could mean that it was a routine, normal, average day at the office.

I would also note that most people in businesses in my experience work for 8 hours, but do not get paid for lunch. So they might work from 8:30 to 5, with a half hour lunch. But "9 to 5" is idiomatic for typical business hours.
