Does the preposition "over" here mean "on the opposite side of something from where you already are"?

"An old man came out and ambled over for a chat."

“When I saw Rob, I sauntered over to say hello.”
 
Not necessarily opposite; just "to close to me". It conveys the idea of movement from one place to another, with the second place being close enough to chat.
 
Yes It's used like ambled my way or sauntered toward me.

It's the same usage as:

- Come over for dinner tonight.
- I stopped over in London on my way to Lisbon.
- Bring that pizza over here!
