Hi,
Should I say an waiter or a waiter?
Thanks!

'A waiter'. /w/ functions as a consonant.

Note, matf9999, that this means we also say "a user", and not "an user", because /j/ functions as a consonant too. (The word is pronounced /ˈjuːzə/ or /ˈjuːzər/.)

Okay. I got it.
