The paraguayan education reform, proposed since the ninetiesinvolved, among other things , the adoption of a proficiency-basedapproach in the education system. What does the educationalproficiency involve? What are the skills that are sought after toencourage students? Is people educated for taking decisions, exercisetheir liberty and democracy? From a classic and always renewedreading of the pedagogy by Paulo Freire, this article proposes theneed to promote an education model based on studient's politicalproficiency. From the four educational dimensions proposed by theUNESCO , we hold with Freire that education is an essential politicalact and school -more than educating studients with proficiency intechnical knolege, which is absolutely necessary- must educate peopleto fully exercise their citizenship.

Spinoza proposesthe prominence of will when it comes to addressing the study of poweras the core of politics and, moving away from the theory of "socialcontract " , he develops a different idea of State, of Democracyand Collectivivity. From the conatus conceptual differentiation,between Hobbes and Spinoza a way is paved for a critique of thetheory of the contract, and from the potestas;or the political power of representatives; an important milestone ismarked for a positive foundation of political power beyondcontractualists postulates.

What doesethics have to say in today's complex world of technical knowledge?It is important and urgent to reflect critically about the place andtype of knowledge ethics should aspire in the midle of the scientificand technologic Babel's tower in which academic specialties livetoday.
