Can you explain to me please, what i need to choose? What rules do i need to know to understand this?

1) I'm given
2) They're given
3) I've been given
4) I've given

I think they are all grammatical though #4 doesn't specify "to whom?".

You've chosen "Present Perfect (Passive)". It's not "Present Perfect Continuous".

Only #3 is natural. A native speaker would not say 1, 2, 4.
 
"I was given" is possible I think.
