Does this sentence simply mean this table is cheap? Or does it imply that you have bargained with the seller and got a cheaper prize?

Or does it imply that you have bargained with the seller and got a cheaper price?
No.
 
It means it was cheap compared to its actual value/worth. A Lamborghini costing £200,000 could be regarded as a bargain if the normal cost is £500,000 but I don't think most of us would consider £200,000 to be cheap!
