A song is sung by me.

Should we use "being" after "is"?
 
I'd say at least once a month, if not more often, we have to remind learners that just because you can create a grammatical sentence in the passive does not mean you should.
 
Whether you use 'being' or not depends on the context. Both forms seem unnatural to me. Why are you using a passive form?

I was just practising how to construct active of the following sentence-

I am singing a song.

Should we use "being" in every present continuous tense?

Yes. Whether the passive sentence is natural or not is another matter.

I think it should be the -ing form instead of 'being' unless you mean the present continuous passive.

That sentence is in the active voice. The sentence "a song is sung by me" is in the passive voice and is extremely unnatural.

... or "A song is being sung by me", which I guess sounds even more unnatural.
