The forecast is that the weather will stay dry, but only heavy rain can avert the crisis.
If it doesn't rain, ....
the crisis cannot/won't be averted.
Bold one is corrrect according to answer key. Is there any chance of my answer? If not, could you explain why it's not possible to use "can" there?

The goverments involved didn't take positive action after the 1997 crisis. Environmentalists think this is why the current crisis has happened.
If the governments involved had taken positive action after the 1997 crisis, the current crisis wouldn't have happened/happen.
I thought that the consequences was related to present, so I decided to make it mixed conditional.
