Yes. "Agra has been known for its heritage and culture" is in the passive voice. The sentence is grammatically complete but feels logically incomplete to me; I would expect something like "Agra has been known for its heritage and culture since the seventeenth century."

I find "Ram has known about this" unnatural although not ungrammatical. I can't think of a situation in which I would use it.
John is going to be fired. Ram knows about this.
John was going to be fired. Ram knew about this.
However, like the previous example you were given, it could be used if followed by some kind of time frame.
The company is about to be declared bankrupt. Ram has known about this for several weeks but didn't tell anyone.

I doubt it is passive because 'known' is considered an adjective below.

"Known" is a past participle. As such, it can function as an adjective, but it also can form part of the passive voice.

I have learned not to stretch things too far to make rules. I don't know that every past participle can be an adjective, but many can.
