The verb "see" is not normally used in the present progressive tense. Why is it used the present progressive tense here?
 
It gives the verb a more 'active' sense rather than the more stative and passive sense that is normally the case with 'see'. Active verbs very much can be used with progressive aspect. It's stative verbs that can't. Sense verbs like 'see' are in a class of their own, sometimes state-like and sometimes action-like.

I don't think this particular context provides a great example, but one way to interpret this man's utterance would be that by 'seeing' he means something more like 'looking at', which is very much an active verb.
