It means that they are not illiterate. They might be many other things, but they are not illiterate.

Please see my amendments to your post above. I'm not sure if the sentence was supposed to say "new media" or "news media" so I left it as "new". It would be interesting to know what the "new media" is though.

I would say that the writer thinks they are highly literate, though it is likely that this is in response to criticisms of illiteracy made somewhere.
