[Grammar] "Are to be" construction

What does the sentence 'you are to be executed' mean?
Does it mean the same as 'you will be executed' or isn't it correct English at all?

If I had to guess, I'd say it's archaic English, just like 'I find it to be'...

I do not find it archaic either. Oops I shortened it :)
 
I believe we are in agreement on both sides of the Atlantic. They are all perfectly fine expressions-- even elegant, I might say. You are to be commended for bringing them up.
