Questions:
Personally, I would add ‘been the case’ after ‘than would have’ on instinct to change it into:
”As a result, more Americans will be infected and die than would have been the case otherwise.”
I have a sense that the sample sentence might not be correct. I’m looking forward to your advice.
 
It's fine as written. The reader understands "would have otherwise" as would have otherwise been the case.
